Devs, please balance electronic superiority rigs in next patch.

Particle Dispersion Augmentor - increase ECM strength, decrease shields is acceptable Inverted Signal Field Projector - increase dampening strength, decrease shields is not acceptable General logical changes. All electronic superiority rigs should be made to decrease armor points and not shields because there dampeners, target painters, tracking disruptors are for armor tankers. Do it please.
